Title: From Hamilton R. Gamble to Abraham Lincoln
Description: On May 2, 1863, Missouri Gov. Hamilton R. Gamble writes from St. Louis to President Lincoln. Gamble informs Lincoln about "the perpetration of murders and arsons and other outrages committed by persons connected with the Army…and whose crimes you have the power to restrain." He asks Lincoln to put a stop to the "butcheries" occurring in Missouri's western counties, and suggests that Lincoln replace Gen. Curtis as commander of the district in favor of someone who is "too brave to be cruel."

Title: From Hamilton R. Gamble to Abraham Lincoln
Description: On September 8, 1862, Missouri Gov. Hamilton R. Gamble writes from St. Louis to President Lincoln. Gamble states that Gen. Lane and Col. Jennison are raising a military force and plan to invade Missouri. Gamble declares that if the invasion is carried out, "I will resist it with all the force I can command and…shall find myself obliged to give the people of Kansas a taste of the evils of war in their own territory." Gamble asks Lincoln to forbid U.S. troops from entering Missouri without permission.

Title: Act to Provide for Calling a State Convention, 1861
Description: This act, approved January 21, 1861 by Missouri Secretary of State B.F. Massey in Jefferson City, Missouri, calls for a state convention to consider the “relations between the Government of the United States… and the Government and people of the State of Missouri; and to adopt such measures for vindicating the sovereignty of the State, and the protection of its institutions, as shall appear to them to be demanded.” The act states that delegates to the convention will be elected by popular vote on February 18, 1861 and will convene in Jefferson City on February 28, 1861. The document is signed by B.F. Massey and Missouri Gov. Claiborne Fox Jackson.

Title: Wakarusa Treaty (Draft)
Description: This document is a draft of the Wakarusa Treaty, signed by Kansas Gov. Wilson Shannon, Charles Robinson, and James H. Lane on December 8, 1855, ending the Wakarusa War. The signers declare that they "have no knowledge of the previous--present or prospective existence of any organization in [Kansas] Territory for the resistance of the laws." They agree to “aid the Governor in securing a posse” to execute the laws, provided that accused individuals are arrested with “legal process” and receive a hearing before a U.S. District Court judge.

Title: Resolutions Presented to the Missouri State Convention
Description: This document presents resolutions drafted ca. March 7, 1861 by Abram Comingo for the Missouri State Convention held in Jefferson City, Missouri. Comingo declares, “we are warmly attached to the Federal Union, and…we will not cease our efforts for its preservation,” but warns that Missouri “will resist and oppose any attempt that may point to the coercion of the seceded States.” Comingo proposes a meeting of representatives from the border states for the purpose of “presenting a plan of adjustment” to the states that have not seceded.

Title: From Thomas Carney to Col. James B. Fry
Description: This letter, dated January 9, 1864, was written by Kansas Gov. Thomas Carney in Topeka, Kansas, to Col. James B. Fry, Provost Marshal General, in Washington, DC. Carney says that part of a letter he wrote to Fry was published in the Leavenworth Daily Conservative, “accompanied with scurrilous remarks.” Carney blames Capt. Sidney Clarke, Assistant Provost Marshal General, for publishing the letter, but leaves it up to Fry to determine Clarke's guilt.

Title: From Robert M. Stewart to Samuel Medary
Description: This letter, dated December 31, 1858, is from Missouri Gov. Robert M. Stewart to Kansas Gov. Samuel Medary. Stewart reports a recent invasion by James Montgomery and his “band of marauders” and says that he has received a request to send an officer to the border to capture armed men and prevent Montgomery from escaping. Stewart also informs Medary that the Missouri General Assembly is in session and will discuss preventing further invasions and bringing the guilty to justice.

Title: From Robert M. Stewart to Samuel Medary
Description: This letter, dated April 8, 1859, is from Missouri Gov. Robert M. Stewart to Kansas Gov. Samuel Medary. Stewart states that he has ordered Adj. Gen. G.A. Parsons to patrol the state line in Cass, Bates, and Vernon Counties, to protect Missouri citizens and repel attacks from bands of Kansas guerrillas. He adds that the Missouri General Assembly has given him authority to use $30,000 for protection of the state border. Stewart asks for Medary’s cooperation in preventing violence.

Title: Oath of Loyalty of George P. Hedrick
Description: This document establishes that George P. Hedrick has taken an oath of loyalty to the United States and to the state of Missouri. Hedrick declares that “I have not, during the present rebellion, willfully taken up arms, or levied war against the United States, nor against the provisional government of the state of Missouri.” The oath is dated October 29, 1862 and is signed by Hedrick and a clerk.

Title: Proclamation of Daniel Woodson
Description: This proclamation was issued August 24, 1856 by Acting Kansas Gov. Daniel Woodson in Lecompton, Kansas. Woodson declares that Kansas Territory is “infested” with large bodies of armed men organized in military fashion – presumably Gen. James Lane’s troops – who are murdering and detaining citizens, robbing and burning houses, and plundering local militias of arms for the purpose of subverting the territorial government. Woodson proclaims that Kansas Territory is in a state of “open insurrection and rebellion,” and calls upon its citizens to rally in support of their country and its laws and put down the insurrectionists.

Title: Appendix to the Journals of the Twenty-First General Assembly of Missouri
Description: The Appendix to the Journals of the Twenty-First General Assembly of Missouri was printed in 1861 by W.G. Cheeney in Jefferson City, Missouri. It includes petitions and letters to Gov. Robert M. Stewart about the guerrilla attacks on Missouri led by James Montgomery and Charles Jennison. The appendix also includes Brig. Gen. D.M. Frost’s report on the South-West Expedition, affidavits relating to Jennison’s murder of Russell Hindes, and proceedings from the Southern Kansas Convention.

Title: Pass for W.L. Culver
Description: This document from the Office of the Provost Marshal in St. Joseph, Missouri grants permission to W.L. Culver to leave the city limits. It is signed December 13, 1861 by S. Hatch, Provost Marshal. The reverse side of the document shows a printed oath, signed by Culver, that declares loyalty to both the federal government and the provisional government of Missouri. It describes Culver as a 26 year old man with “red whiskers”.

Title: Proclamation to Discharge Kansas Volunteer Militia
Description: The lower half of this page includes a complete proclamation by Territorial Kansas Governor John W. Geary on September 11, 1856. Title: Report of the Secretary of War
Description: This is Executive Document No. 50, 2nd Session, 33rd Congress, presented to the Senate on February 14, 1855 by Secretary of War Jefferson Davis. Title: Emancipation Proclamation
Description: This is a photograph of President Lincoln’s handwritten draft of the final Emancipation Proclamation. Lincoln liberated millions of African Americans from slavery with these famous words: “I do order and declare that all persons held as slaves within said designated States, and parts of States, are, and henceforward shall be free.” The original draft of the Proclamation, issued on January 1, 1863, was lost in the Chicago fire of 1871.

Title: From Samuel Medary to Robert M. Stewart
Description: This letter, dated April 14, 1859, is from Kansas Gov. Samuel Medary to Missouri Gov. Robert M. Stewart. Medary responds to Stewart’s April 8 letter stating that Gen. Parsons is patrolling the Kansas-Missouri state line to protect Missourians from guerrilla attacks. Medary expresses surprise and claims no knowledge of guerrilla bands in Kansas. He assures Stewart that he will investigate and that he will cooperate with Stewart’s efforts to preserve peace along the border.
