This is Maj. Gen. Samuel R. Curtis’s General Order No. 15, signed and dated October 23, 1864 at Fort Leavenworth, Kansas. The order revokes General Order No. 54, which had established Martial Law north of the Kaw River. Curtis states that the enemy has moved south and that the area is no longer in danger. He adds that he is “glad to relieve the People from this burden.”

Maj. Gen. Samuel Curtis issued General Order No. 34 from the Department of the Missouri Headquarters in St. Louis on May 4, 1863. The order details the proceedings of a recent Military Commission in St. Joseph, Missouri, where several citizens were tried for war crimes, including disloyal conduct, violation of the conduct of war, bearing arms against the Government, violation of the Oath of Allegiance, and disturbing the peace of Union men. This telegram, dated 1864, is from Major Samuel R. Curtis at Fort Leavenworth to Edmund G. Ross in Lawrence, Kansas. Curtis reports that 150-200 Missouri guerrillas have entered Kansas and are likely to invade Olathe, Lawrence, and Topeka. He tells Ross to warn Topeka of a possible attack and urges him to “be on your guard.”
