The applications, dated December 4 and 22, 1866, include oaths of allegiance to the United States, statements that John Corder lawfully acquired his slaves, and the signatures of five witnesses and two notary publics in Lafayette County, Missouri. Pencil notes on the ninth, thirteenth, and seventeenth pages indicate that three of the applications were rejected.

Alexander informs Comingo that "Recruiting Agents appointed by the Provost Marshal General have nothing to do with the Enlistment of slaves." He refers Comingo to Col. J. Broadhead, in the Department of the Provost Marshal General, for information on that subject.

On March 13, 1864, Manoah Miles, Enrolling Officer for the 37th and 38th subdistricts, 6th District Missouri, writes from Ridgely, Missouri to Capt. A. Comingo, Provost Marshal, 6th District Missouri. Miles sends a list of soldiers recruited in Preston, Missouri between August and October 1863; the list includes nine recruits under the age of 20. Miles adds that he will begin enrolling slaves in his districts, but says he may not have time to complete the work in six days.

Holmes asks Comingo to give him the authority to make arrests, claiming that otherwise "it will be next to impossible for me to discharge my duties as an officer of my Government."

On December 17, 1863, P. McClanahan writes from Independence, Missouri to Capt. A. Comingo, Provost Marshal for the 6th District of Missouri. McClanahan reports that members of the 11th Kansas Volunteers are camped at Sibley, Missouri, "for the purpose of enticing Negroes from Clay Co." He therefore recommends appointing H.W. Rodewald as a recruiting officer to enlist all black men passing through the area: "I have no doubt but Rodewald would bring them all up."
