After Missouri Governor Claiborne Fox Jackson and former Governor Sterling Price confiscate state records and relocate from Jefferson City to Boonville, they are soon forced by federal troops to move to southwest Missouri, following defeat at the Battle of Boonville. Lieutenant Governor Thomas Reynolds solicits support from Confederate President Jefferson Davis, who orders aid for the secessionist Missouri State Guard. Hamilton R. Gamble becomes the Union-supported provisional governor of Missouri, leaving the state with two governments.
