This letter, dated November 16, 1863, is from S.F. Chalfin, Assistant Adjutant General, to Col. E.B. Alexander, Acting Assistant Provost Marshal General of Missouri. Writing from the War Department in Washington, D.C., Chalfin informs Alexander that when a Deputy or "Special Agent" is sent in pursuit of military deserters, his transportation expenses will be paid, whether or not he is successful in apprehending the deserters.

These are General Orders from the Headquarters of the Recruiting Service of Missouri Volunteers at the Office of the Acting Provost Marshal General for Missouri. They instruct all District Provost Marshals of Missouri to submit weekly reports of the number of recruits enlisted in their districts, and to provide transportation for recruits. They also instruct Enrolling Officers to make weekly reports and to bring their recruits to the Surgeon of the Board of Enrollment for examination. The orders are dated November 23, 1863 and signed by E.G. Bush, Captain of the 10th U.S. Infantry.

On September 3, 1863, Col. E.B. Alexander, Acting Assistant Provost Marshal General in St. Louis, writes to Capt. William Fowler, Provost Marshal for the 7th District of Missouri, in St. Joseph, Missouri. Alexander instructs Fowler not to enroll anyone who is "in the Rebel service." He adds that if any such men have been enrolled, their names must be stricken from the enrollment lists.

On September 1, 1863, Col. E.B. Alexander, Acting Assistant Provost Marshal General in St. Louis, writes to Capt. William Fowler, Provost Marshal for the 7th District of Missouri, in St. Joseph, Missouri. Alexander instructs Fowler that deserters from "the Rebel Army" who are drafted will not be forced to serve against the Confederates. Instead, they should be given another military duty or discharged from the service.
