Alexander sends Comingo the text of a telegram he received that day from Provost Marshal General James B. Fry: "Enlisted men on detailed service as recruiting parties are entitled to the premium of fifteen (15) and twenty five (25) Dollars as referred to." Alexander instructs Comingo to inform the appropriate persons in his district.
