Morehouse refers to “the troubles on the border of the state touching Kansas,” and requests that a company of Rangers be stationed on the state line to protect local citizens. Morehouse asks Stewart for permission to organize such a company himself because he is "familiar with those characters Resident in the Territory."

Morehouse declares that “The troubles again are rife in Kansas. They do not stop there, but again have penetrated with an armed force into Mo.” Morehouse asks Stewart to “order that a Company of Rangers be placed upon the Line,” since “Montgomery & Brown…play back and forward into the state in the night time.” Morehouse also asks Stewart to assign him a duty to perform in responding to the guerrillas.

Morehouse shares “startling news” brought from Lawrence, Kansas by U.S. Deputy Marshal A.J. Russes. While held prisoner in Lawrence for ten days, Russes learned that “depredations” would again be committed in the border counties of Missouri, and that James Lane, commanding a force of 1,000 men, planned to enter Platte County, Missouri to free two prisoners held there for kidnapping slaves in the state.

Morehouse tells Stewart about the organization of a company of mounted dragoons in Papinsville, and lists the company’s officers. Morehouse requests that Stewart issue the appropriate commissions and supply them with arms: “It is actually necessary that we should be armed and equipped to sustain civil order. Our lives and property and our families cannot otherwise be protected.”
